Having watched the fuel duty petition debate ( yes I know I'm sad) the chances of a rolling road tax is a complete non starter and if it did happen they would only raise tax on something else.
Much as we like to believe we live in a democracy ( This government was elected by whom)

Won't happen at least in the near future for reasons stated................however not everyone is equal, it should be remembered that the government are still considering the abolition of the 50p income tax rate for high earners when millions of people on ordinary incomes are struggling to make ends meet....

I can remember when the top rate of tax was over 80%. When it was reduced to 40% the actual tax paid by top earners actually increased. All sorts of schemes were used to keep below the tax threshold, or to pay your tax elsewhere. If you worked outside the country for 90 days per annum, there was a big reduction and those who could used to do so. reduction of the 50% rate to 40% would possibly generate more actual tax receipots. However, politically it looks bad, so that also won't happen yet.

Oh & let's not forget the downsides of historic vehicle tax exemption either. For the classic mini scene it has fuelled "ringing" and vehicle identity fraud, it's also lead to a surge in the illegal trade in V5's, all for the sake of saving a few of us a £100 or so a year!!
Your suggesting people buy old log books and ring cars, I dont believe a word of that

Agreed it probably would generate more tax and encourage high earners to start businesses in UK and therefore employ more workers but convincing the public won't be easy!

No, hence the phrase "The ILLEGAL trade in V5's"... don't worry it will get reported to Ebay and withdrawn,... they usually do!!
