Is this correct as it will affect those Minis currently able to pass MOT emissions without their original Cat fitted?

Yes its correct. Theres numerous other changes tooo, including MIL lamps, suspension/steering boots split (eg currently your track rod end rubber boot would not fail if split, but it will come 1st Jan 2012), testing of towbar electrics and more.

We've had the bulletins, VOSA testers meetings and documentation through at work for weeks. All mot stations will require gas leak detection spray for testing LPG systems and a tow bar electrical testing device as an addition to the MOT testing equipment required..

This new Manual will ‘go live’ on 1 January 2012 and MOT Computerisation will be updated to incorporate the changes. From this date, many new Reasons for Rejection (RfRs) will be available for selection in respect of current test items, such as inner CV gaiters, steering and suspension ball joint dust covers no longer preventing the ingress of dirt, damaged fuel pipes, products on lamps seriously reducing light output etc.

However, to allow testers time to become familiar with testing the completely new components included in the Directive, such as electrical wiring, trailer towbar socket, engine mountings etc. these items will be available on MOT Comp as advisory only until April 2012.

Yeah and the new certificates are a load of crap, in fact you can't really call them certificates, their not even worthy of being used as toilet paper.

first ive heard about that bungle......

yes i agree about the new certificates. should at least contain a water mark, hologram or something. I wonder how many people will bin them thinking its a bit of paper.

Is this going to include those cars that have been fitted with an older engine that pre-dates CAT testing (i.e. an MG metro engine in a later mini?)
