assuming your answer to part a is correct i believe that you put it into the function. then looking at the function you can see that the minimum value for because(anything)is -1.
so 4/10(-1)+12=2

There isn't actually a noise limit. It will fail if the tester believes it to be significantly louder than standard. But it's unlikely to, think of all the people with DTMs.
