Why do people suddenly forget how to drive when the weather changes? Work was alright atleast.. day off tomorrow!

I was stuck behind someone at 5mph this morning, with just a light covering of snow, I did flash them a few times, and they wouldn't let me past, so frustrated.

Obviously you have to be more cautious and adapt to the weather but some people just completely lose all ability to drive!

It was only a very light covering of dust this morning too, and te roads were pretty clear.
