Why the heck would previous owner just tack in new floor pans and repair panels on top of the old ones? Making for a heck of a lot more work to remove it all.

Quick repair to make it look good before a sale, a very good and quicker way to increase the value of a car without doing a proper repair job :)

Given the ownership history and extent of cruddy repair patches, I think previous owner actually thought this was how to fix rust. Scary.
