Is it possible to take heater valve off without draining the radiator? ?

The inline valve you can just undo it, quickly disconnect it and hold it above the level of the rad

Or squash the hoses flat either side of the valve so no coolant escapes

I got a wet/dry vac cleaner
I put one hose in the vacuum pipe , thumb over the other & suck some coolant out - till its below the level
check the antifreeze condition while you are at it
