Depends on a lot of things not least your own driving style. I'd just get the original suspension in good order with new, uprated, bushes etc and take it from there. One step at a time. you'll need to do a little body modifying to run 13 inch wheels. 7 inches is wider than necessary in my opinion.

When you change the front ride height, it also has an effect on camber, and the front wheel alignment...hi los are great for setting the ride height but do not effect anything else

agread icklemini at the front a bit more negative, the chamber changes in bump and roll, front tracking shouldnt change when lowering does it?, if it does there is bump steer, but I have never measured bump steer on a standard mini.
