I am having this EXACT same problem with a brand new setup.
The brass block on the firewall is used and the master is rebuilt but the rest of the system is brand spanking new.
I have the same issue, first pump to the floor, second about 30%, third about 60% (which is what I expect on first).
I have put 3L of brake fluid through but can't for the life of me sort it out. I have the rear adjusted to what they should be as well already.
