surely i can get some from another country or somethingVery rare hub caps. Don't think anyone in this country sells them.

12" steels will do fine as long as i can get hubcaps for em. i asked about imp steels because they had dish and fitted over 8.4" disks but now iv found out they're 13" i wont bother. just found out that morris minor hubcaps fit 12" steels. so ill look out for them, unless someone says they dont otherwise.

The Imps I once owned definitely had 12" wheels as standard..............we used to fit them to Minis in the late 1970's to replace the "Dunlop Denovo" run flat 12" rims on the 1275GT, before the 12" steel Mini wheel was easily available secondhand or from BL :

Err, what? So you'd rather buy them from the US at $40.00 each, which is about £26.00 at the moment. Plus shipping from the west coast to the UK? I don't get that.
