It's not a project to be taken lightly, you need to have a decent lump of cash put aside as there's a lot to consider. Done badly a Turbo engine will be a nightmare, done properly it will leave you with a permanent smile !
You'll obviously need a Turbo, inlet/exhaust manifolds, sealed carb, regulator, pump etc etc All these can be picked up from eBay, various forums etc
you'll need to fit a larger fuel feed, and fit a return and cut the bulkhead and weld in a box, would you be able to do this ? if not you'll have to pay somebody.
The final cost will depend on how much you can do yourself really. If you can do all of the work yourself and source all the parts quite cheaply, then it shouldn't cost a massive fortune, but it won't be cheap either .......

what size fuel feed and what size return please? Also where should I put the return? At the top of the tank?

Much appreciated, because I can help my friend along with his project, I've got two spare tanks.

Just had a look at your site phil.
8mm return at top of tank and 8mm feed. What is the standard size fuel feed then?

Some people use 10mm for both as well, doesn't seem to matter really. Others use 10mm for return and 8mm for feed, this helps to ensure the return is not restrictive.
Can't remember the Metro sizes off hand, though i have it written down somewhere ....
