Very High Idle After Re-fitting Carb

Description of problem (please be as in depth as possible):
well i tried fitting a cone filter this afternoon and had a few issues n what not so i decided to go back to the original set-up of the airbox, but now when i re-fitted the carburettor , without the choke or throttle cables connected and both connections in their closed position the engine is idling at 4000rpm!! i have checked the condition of the needle and it is fine, checked the damper, fine, checked the dashpot oil, fine, butterfly is fine, so now im really stuck, im dreading it being anything worse! i really need the car as it is my daily! any help asap would be greatly recieved!!
Any non-standard parts that might be involved with the problem?

LCB? minispeed inlet manifold
what carb is it hif38-44? 44 probably but either way, put on the cables to start with and if its still bad then try adjusting the idle screw which is located at the bottom right of the dashpot looking down on top of it with the airbox off, screw it out (anti-clockwise) and the revs will fall, screw it in (clockwise) and the revs will rise, keep trying until its about right, best to let the car warm a little before doing it aswell, hope that helps, brad

already tried that, its hif38 and iv wound the idle screw rite out and the butterfly of the carbs like in the shut position its still revving really high, any one else?!
