It was explained not so long ago. A search should bring it up.

its a dance step
ask teapot he will remember

Sing we bravely, on we go
Heel to heel and toe to toe
Dum de dum dum la la dee
All to something's wedding

Actually, Bungle is quite right: all together now

The heel-and-toe technique was popular with RWD cars in the 60s. See here
Then came FWD and the buzz-phrase was left foot braking, viz here

Double de clutch. It is the method to match the engine speed with the gearbox speed of the desired gear on the down shift. Start to learn slowly as follows. When you wish to down shift, depress the clutch, move the gear to nuetral, release the clutch while still in nuetral, blip the accelerator to raise engine speed and at or above gearbox speed, depress the clutch and move to the desired gear, release the clutch. When done correctly it is just as quick as mashing it into the next gear but is more possative in engagement, also reducing wear on the selector forks and baulk rings in the gearbox.

Combine this double de clutch with heel and toe and you're half way to becoming a want to be rally driver.

Next is left foot braking which is a lot more difficult to master, then combine this with heel and toe double declutch. On aproach to a corner brake while changing down then set the car up for the corner by left foot braking letting the back end loose while accelerating arround and out of the corner. Dancing with the pedals. Dog boxes can be changed up and down without using the clutch thereby simplifying the task but again can suffer brakege if this engine/ gearbox speed matching is ommitted, just follow the method of double de clutch but dont depress the clutch.
