isn't this something one can do at home with a tachometer and a pair of good ears ?
Needle profile you'd do amazingly well to do with your ears. Essentially going through the throttle range and richening or leaning off the fuel at each point, (think a mini needle generally has ten points), to maximise performance and driveability, and remove any flat spots, it's a lot of work!
Timing, if you get an adjustable dizzy it's possible to modify the advance curve to get the most out of your car.

my worry is that, after all the r/r tuning, if i change anything...i'd be back to square one...
e.g. if i get a new cam shaft...then it would need another session on r/r ?

Yes! Unfortunately, changing your cam will change the way the engine behaves and a new rr setup will be required

For this reason do the changes you want to do in one big go, and then RR it.
Now spend time working on handling, brakes, bodywork etc. and after a year or two go back to engine upgrades and RR again to bring it back to it's peak!
