Usualy they can make up a difference of up to 1.5mm radius. 100mm - 4" (Mini PCD) = 101.6mm = 1.6mm/2 = 0.8mm radius difference between VW & Mini PCD. That's not much.
BUT: IMO wobble nuts are useless without spigot rings or something else to centre the wheel! Without a centering system; I agree! Minis don't have a centering thing, it's just the wheelnuts centering them. So it's not a bolt-on job (

i would stick with mini wheels
That's of course the better option
And it's not that ATS never made 13" wheels with a 4" PCD
(But they are not wide & 'dished' & all recey - they'r just classic)

Hwever, there is no reason not to use a well designed set of PCD adaptors. These will act as spacers though, so watch your offsets.
