with you car being a 97' it will be running 12's so yuo will have to cut some metal away from your arches to fit 13's..... probally best to change out wheel bearings as well as they put alot of pressure on them.

Or you can get steering rack limiters from KAD, however I don't know if this will stop the wheel hitting the inner arch as 7" is about as wide as you can go on a road car. You may need to cut some metal away from the outer arch as well.

You'll need to trim the front arches if you want to fit 7" x 13" arches. When you turn corners the wheels will rub otherwise. You'll also need new arches to cover the rims to make it nice and legal. I have a set of 7 x 13's on mine (a standard mini shell) and it'll need a few inches of the front edge of the front arches trimming out.

As standard it'll be on 12's if it aint a Sportspack I'd guess.

As for the filter, try minispares or something. You can buy ones that go in the original filter box, or ones that replace the air filter box. Depends on what you require from it and your budget.
And I think the KAD rack limiters will work (prevent inner arch rubbing), you can get the collars from various places. Or you can fit a Sportspack rack. Some people do have standard racks and their wheels don't hit the inner arch (which is weird)!
