I kind of agree with that. My car is a 1990 Cooper - modded to look like old car, I could have gone with 10s, but... guards were cut already, and was easier and better for what I wanted.
I am really happy with the 13s, handling and looks wise. I get comments on my car almost every day I drive it.

Anything pre 1980 looks fabulous and correct on 10" rims. 145 if you're staying standard, 165's if you want a fatter look. This is also most peoples choice for a decent handling setup.
Sportspack era cars do look great on the 13"s but I'm not sure you'd want all that extra unsprung weight if you're serious about performance.
On the other hand, and if you're on a budget and can't afford 'S' disc brakes, 12" Rover Cooper alloys with decent 165/60 12 tyres is a great compromise between looks and handling IMO.

12's on a Original Car eg. City, mayfair etc
13's on Modified, later, cooper etc
(not mine, But has 10" )
