The "bolts" you need are called studs. That is the threaded rod, with 2 different pitches of thread on. In theory, you could get them from any car spares supplier but probably by special order. I would take the spinning stud out of the block first, this can be done in the following way; take 2 nuts the correct thread for the top section that you can reach, then tighten them together on the thread you can reach NOT in contact with the cylinder head. Then, when these are REALLY tight together, you can unwind the stud using a spanner on either nut as the 2 nuts will lock together.
When you have this out, check to see if the thread on the stud has stripped, or if it is actually the block. If it is the block, then I personally would scrap the block. Someone else here might disagree or know of a fix, but its a big job.
