IF you are sure about sparks - then must be fuel shortage - pour some petrol down the carb (or just squirt in some carbchoke cleaner) and crank it - does it run for a few seconds ?

Carb icing - is when ice builds up on the carb in cold/damp weather - and blocks the throttle plate . Engine slows/cuts-out - ice melts - engine runs fine again!

Doesn't have to be running for ice to start building up especially on prolonged cranking.
