CO from 2.00 to 4.00
HC less than 1800
CO2 more than 11.00

Note: If a vehicle meets the CO requirement at its normal idling speed but fails the HC check, re-check the HC level at a high idle speed of 2000rpm. If the HC reading is then 1200ppm or less, the vehicle will meet both the CO and HC requirements.
This usually gets most of the stragglers through.

Did the tester recheck the HC at a higher engine speed? see below from the manual

I wasn't there as my dad took it in for me. He said he leaned it right off almost stalling and it still failed, over 2000 this time.
So I've advised him to do larger valve clearances and advance the ignition a bit more. Might be a weak spark aswell, so I've asked him too look at the points as they are the ones I got with the 1380 and on the 1275 engine.
He can't be bothered though, so looks like im going to be going back and either changing the cam or finding another engine to drop in.
