one other thing if a car which is tax exempt and gets put on to a 'Q' plate will it still be classed as tax exempt.

[/that s the whole point in VOSA pushing it as a government directive.
Hence Landrovers, VW's and mini's. Wouldn't be happening if tax exemption didn't cover some of the range.

but if mr DVLA or VOSA catch up with you that's another thing
it's also worth checking your insurance is ok with this type of body mod with out and IVA certificate

The problem is VOSA are being proactive about it. They have, from what we have been told, have turned up at various land rover/off road events and started looking around cars and if they feel they have been modified too far, have told them to report for a full inspection. How long till the pitch up at the L2B, or Bingley etc.

As regards body and vehicle structure, it should be free from excessive corrosion and damage in spacific areas and have no sharp edges likely to cause injury.
It will depend if the tester see's the removal of your inner wings as damage.
We "modify" our cars and mostly drive them on public roads, there's hardly any rally cars with Q plates on and they've been highly modified and are subject to the same MOT if they're to be driven on public roads.
I'm thinking mainly about classic rally cars.
