If a car is traded in under the 'scappage' scheme, it won't need to be scapped everytime. The deal is 1k from the dealer and 1k from the gov, if the dealer wants he can 'buy' the car himself and sell it or keep it. So I think some dealers are as guilty as the gov on this terrible scheme.

From a local BMW dealer: Once the car is traded in, it is up to us whether we claim £1k from government or sell it on. If we claim, then the V5 goes back as scrapped.
