If the mini was scraped, the crushers, breakers take the v5, maybe they didnt mark it scrapped and inform the dvla.
As soon as a car is scrapped it's took of the dvla database, make's me think someones kept the log book and not took it out your name.

The arrears will be 2 months of road tax I'd think. I'm guessing it was sorned when you scrapped it so they won't have doene anything until after that had lapsed and there was some tax owed for them to claim. They can't issue a CCJ without you having your opportunity to contest it in court, which is where Bungle's link comes in. It may not even get that far if you present a good enough case to them so they realise there's a chance they'd lose in court.

Unfortunately the previous keeper has a responsibility to fill in the slip to inform them it's transferred to the scrapper. I know it's a nightmare getting your average scrapper to deal with paperwork.
