I'm looking to spend no more than £30 on a mask, I'd prefer it to have a plume of white feathers if possible, have found a website where I've seen 3 I like so far...

have you tried looking on burlesque costume website. Mite be worth a look other than i that im all out of ideas.

I can't get on eBay from sixth form unfortunately, it's filtered at sxith form, and I still have no net at home.
