The reason for fitting the bolt downwards is a safety critical thing
You don't want it dropping out as you drive along
I think every rally car I've ever seen has the bolt pointing upwards so that a bent tie-bar can be changed in a few minutes at a service point. I used to drill and split pin the bolt and use a castellated nut years ago, but nylocs are so effective now that I just use one of those, then distort the thread with a punch (lock-peening) and I've never had any problems. A bigger problem has been the nut at the front of the tie bar and I've seen a few of those ome loose when rallying in the forests. Again, a castellated nut and spilt pin is the correct way to prepare the car.
