The trick is to whack it on and keep swilling more on. Don't get it on your skin when it's got paint in it though, burns like hell!!!!
If they're chrome it wont touch it as the chrome is metal plated to it. only way to remove that is with blasting.

I have a feeling it must be metal plated, as the nitromors is having no effect whatsoever. Argh, will have to save up for sandblasting, as they're not my primary set of rims...

It could be done but you'd have to be very careful and do lots a few layers of masking.

Once the paint on the dish is off, should i worry about the laquer lifting on the spokes? There won't be a uniform layer of laquer on the wheels and so the remaining paint will succumb to lifting easier, right?

If you just want to strip the dish, mask off the rest of the wheel thoroughly and with multiple layers so that if some paint stripper hits the masking it won't just go straight through to the spokes.
