Templates are a hard thing to make for cutting clearance because everyone's car runs at a different height. So how much metal you need to remove depends on lots of other factors
Take a look at my SONIC project. I had to cut to fit 13s under.

There are templates available but the best thing to do is to buy the genuine stiffener plates for the Sportspack wings. These provide the strengthening needed once the wing is trimmed so there is no need to form a new flange and can also be used as a trimming template just as they are when Sportspack shells are produced.

The standard steering rack can be used so long as you reduce the lock, KAD make a kit for this.

They are made by BMH, the company that makes or licences all genuine Classic Mini parts and products on behalf of BMW, under part number HMP441029 and a kit of 4 is about £50.00. All major Mini specialists are BMH stockists and you shouldn't have trouble finding them. KAD have a website at kad-uk.com.
