Be honest with yourself, you were doing something you shouldnt really have been doing and got caught.

Id take it on the chin and be grateful thats all you got!

Unfortunately the police have a trump card, which is that in a public place you were behaving in a way likely to cause distress or annoyance to anyone who might be there. Apparently this Mr or Mrs Nobody has the law on his/her side. Better grin & bear it and don't get caught again.

Correction: I've just texted my friend who got his rescinded. There is no right of appeal as such, both him and the landowner made a formal complaint to the Police about the issung of the S59. They pointed out that it was on private land and was not causing alarm, distress or annoyance. Threatened to take it to the IPCC too!

It was looked into by a senior officer who apologised and decided that the S59 should be rescinded.

As Teapot says, the law is 'in a manner likely to cause....'. The same as Public Order basically. There doesn't have to be anyone there at all, but the Police themselves do count as someone that you might have been causing distress to. As does the land owner who is likely to be annoyed at your rubber being all over his car park, which will need to be resurfaced sooner if people keep doing this to it. If you want to do this, pay to do it in the right place as everyone else has already said rather than vandalising someones property.

If it had been a couple of baseball capped Chavs we wouldn't be too chuffed about it, I'm afraid if I was you I'd just be happy I didn't get anything worse. Handbrake turns in a public carpark is just asking for trouble in my opinion!

That's what private driveways are for!

Section 59: Vehicles used in a manner causing alarm, distress or
annoyance

Who were you causing alarm, distress or annoyance to? You said the car park was empty. If it was just the police officers present, then I would appeal it.

Putting it that way it is true that no one was there and if no one called it in it wasn't distressing anyone...

Are you on a wind up?

Your chucking handbrake turns in a car park knowing you shouldn't, you admit you was "returning to your youth" did you genuinely think its ok to do even though its empty but is someones else property? :D

You don't wear a burberry cap by any chance do you?

I would say "don't feed the trolls" but have a bad suspicion your being serious......which is more scary

... where am i ok to "practice manouvers"?

Private land.

Car parks are public places, anybody could drive in, so empty or not it's a bit antisocial to treat it like your own private skidpan. It's an irritating rule but you broke it :D sorry
