Waoa, theres a lot of hear'say going on in here!
Ok, first up, you *could* modify the mini or metro subframe, but either way it would take ALOT of time, knowledge and calculation, its not easy at all. Your best off going with one of the few companys that already do kits.
Kits available at the moment are those running on metro gear; Watsons, P&L. Allspeed do a kit using mini running gear. SAE do a kit that uses some mini stuff but gives you the track of a metro. Out of all these I would only go with Watsons or Allspeed, the general consensus on 16V Mini Club is that these are the best thought out and safest frames to use.
Cost. It will cost you a few thousand at least, especially if your using it for rallying. I'm guesing you already have rollcage and seats, etc. If you want to keep a round nose, you'll need an extended front (although one kit claims to fit under a standard round nose, I'm not sure who's). Otherwise I think nearly all fit in under a Clubman front. Then depending on which kit you have you may need running gear. You have to use coil overs - £300. And decent brakes, most use metro 4 pots or billet 4 pots. I think the cheapest it could be done is about 2.5k. But thats being lucky a few times and getting some bargains!
More power? A standard 1.6 produces 160bhp. The 1.8 produces about 180bhp. Use the 1.6 because, as OSB has pointed out, it is capable of producing more power, and is generally a nicer engine to drive. If you want more power stick a Type R head and cams on it! If your rallying you'll definitely want an LSD, either the one fitted to the Type R or something like Quaife's ATB LSD.
As for 4 wheel drive. It is possible to fit the 4WD system from the Civic shuttle, as Ringmini has done to his Vtec van, but its a bit C**p, and saps power. Certainly not anywhere near as good as modern 4WD systems on todays performance cars. There are rumours of some Japanese Civics or Accords or CRXs with a 4WD system, but, and this is if you ever find one, it will cost a bomb, even second hand. This is something I've researched a lot for my own Vtec, so far the only way I see of doing it is to either design and create your own system from scratch, or Quaife do a gearbox to which you can attach a 4WD system they produce, but save over 10k before you ring them!

I have owned a mini with a B16a and a B18c.............B18 will produce more out of the bag and with the same upgrades.
If I had the same built up engine and started with a B16, I would probably be about 20-30bhp short of what I have with my built up B16c
I would pick B18c5/6 everytime.....Simple!! unless you are talking about cost.......

well my mate has a 1.6 turbo vtec crx and its pushing 220 bhp bloody quick!! you could always thake the engine out of this crx
