OK so I have a new outer sill to weld, and a part of an inner sill to weld, and also a passenger floor plan.

I need to weld the out sill, but can weld it to the floor till I put it in, I also cant weld it to the door step untill thats in... i;'m worries about the structural integrity.

Which should I weld first? the floor or the outer sill?

Your question is a touch vague.

Are you saying your door step in not fitted?? if this is the case replace the door step first.
Then the floor pan, then the inner sill section and finally the outer sill

However if the door step is in and complete then floor, inner sill then outer sill.

If you have already removed the outer sill, floor pan, inner sill section and door step without any bracing you may end up with alignment issues.

If you cut out a lot of metal in one area like above always install some bracing to stop things from moving.

Also have the car nice and level and supported well.
