A freind of mine recently put his car in for an MOT and it failed on emissions,upon inspection it appeared the catalytic converter had been removed and a straight through piece of pipe welded in its place.
The only time it could of happened is when he moved house 9 months ago and got a firm on shiply to transport his car as he had several to take across country,he also said that he was certain it came back with less fuel in it as well.
He has reported it to the police and the firm is no longer registered,its just a warning really to thoroughly check your car when it comes back.
