Pretty sure thats a light fuse, turn the lights on see if it goes live.
The fuse you want is the white in one side, green the other, its ignition switched so will be live with ignition on. The wire that should go live on the hydraulic switch when ignition on is the green one. Should be green/purple that goes off to the lights.
And you should get 12v at least , anything less you probably have a flat battery or bad connection
