Double sided tape? brackets to grasp the lip?

You want something to glue wheel arches on without drilling holes in the body you mean?
You'll need to bond them on, but the amount of prep and removal, would cause more damage than drilling a hole. Double sided sticky tape would be useless
You could make some brackets to grip the wheel arch lip but would be very fiddly

I don't see the advantage whatever you use to stick them on is going to make at least as big a mess of the paintwork if you remove the arches.

Rare earth magnets maybe? Can you you source a dozen or so dead hard drives :huh:
