Grind the rust off with a wire brush attachment till its all gone DO NOT! Use rust treatment as a permanent fix as it holds rust off it DOES NOT stop rust completely as for can paint you will most likely end up with a funny surface finish and to find a can of paint the same colour as a faided mini will be Neer impossible

Personally i would use one of three methods.
One: Spot blasting which will remove localised rust like you have and leave the other areas unaffected.
Two: DA sander. This will be better to use on the door panels as its better on flatter surfaces.
Three: Twisted wire cup on a grinder. Do not use a drill as its not really man enough.
Once you have removed the rust then treat the affected area, skim with filler, flat back then use etch primer on any bare metal followed by some good quality high build primer, again flat back followed by a primer suitable for the colour of your car. Go to a Auto Paint shop who can mix you a spray can of paint that should match your existing paintwork.
Once the paint has hardened you can then colour sand the affected areas then polish up.
This should last for a while but like AVV IT has already stated the rust on the seams will come back as its in the seam itself. The door rust normally starts from the inside so it will reappear i'm afraid so replacement will be needed in the not to distant future.
