has anybody had any experience with this air filter (http://www.minispare....aspx?pid=36335) and will i be able to fit some kind of small ram pipe behind it or is there already one build into the filter. also does it include everything needed to just bolt it on.

just fit a replacement K&N element to the std housing

You have ram pipes when you don't have a filter (unless you put a filter sock on it)
I've got a cone filter on my HS4 on my 998, not much power increase but a nice noise imo.
Everything should be there. it mentions the gasket but doesn't mention new bolts so you'll probably need some of them of your carb
