without the wheel rubbing on the inner arch and without exceeding the exterior arch???
if not - what is the largest width wheel you can run under standard arches without body mods???

eer yes u can run 10x6 whellers on drums with out rubbing i did one two cars

Can you run 10 x 6 wheels on drums, under standard arches?

I would say generally, no. You would need some arches with 6J rims and 165 tyres.

Offset is:
This determines the distance between the centre of the rim surface and the face of the wheel where it is bolted to the hub. Not only does this measurement affect how much of the wheel sticks out, but also the suspension and stresses applied to bearings. It is possible to alter the offset of a wheel by the use of spacers, however, this is only useful for a wheel which has too much +ve offset.

wider wheels will fit on drum braked minis with out big arches because drums give a narrower track
disk braked minis track is about 2 inches wider than a drum braked mini

This FAQ will tell you all about the different wheel dimensions, including the offset.
Generally, any mini wheel will fit over drum brakes. And I believe that every common design, upto a 6" width will not rub on the body. Whether they stick out from the wing or standard arch will depend on the offset as has been said.
