A guy on the banded steels page on fb got fined, and maybe points? ( cant remember) on each of his wheels for them being stretched due to them being outside the manufactures specification.
Indeed, as that is breaching the construction and use regs.. but if the manufacturer says it's fine then i'd assume it is.
