My rev counter does not work past 4000 RPM. Does this need replacing or is this normal?

Sounds like the rev counter could be faulty,
Have a look and make sure the needle is not sticking against the backing cover (with the numbers on it)
If thats ok then check the connections on the negative terminal of the coil and then clean the connections on the back of the rev counter (only 2 of them)
just incase there is dirt/corrosion causing a high resistance.
If that fails, then most likely a replacement rev counter
