Yes, you have air leaks. Carbs not balanced properly due to the air leak. Assuming the inlet is pretty tight to the cylinder head...fit gaskets beetween manifold, spacer, heatshield and carbs and smear some sealant on gasket faces.

Sorted. Removed offending carb to find the jet obstructed where it meets the bowl. Seems someone (me) didn't remove the old rubber gasket and washer when installing the new jet. Old gasket was deteriorated and blocking the end of the tube. Took over a year for it to impact flow enough to notice.
Runs right up to 75 mph, cruising at 70. Thanks for talking me through this issue.

You did well to find that one! I had a similar problem with a HS4 single carb set-up. Could not even get it started, really stumped as the carb float chamber had plenty of petrol in it...
Finally realised that the petrol was not getting through to the jet, and then found that the rubber washer on the float chamber end had deteriorated and swelled to a point where it was blocking the end of the inlet.
