Vehicle registration does not prove ownership. It clearly says that on the documents. I would have thought that the bailiffs would have to prove you own the car in order to pursue you. I think they may only be assuming you own the car because you are apparently the registered keeper.

Surley you should of had some form of warning letters to get you to the point of a £400 fine.
