how on earth are you supposed to get the steering column bolts out when the heads have been snapped off?

file a flat in them and use a screwdriver

Make a slot with a chisel, and with a hammer and chisel follow it round to undo it.

all i used was mole grips on the head end.

centre punch the head, then use a 3mm drill to start, and an 8mm drill to take the head off. Takes 10 minutes.

same here (OK, maybe with different sized drills), but yeah, centre punch, drill pilot hole, then drill head off.

Make sure you're drilling the head, not the nut! The nut is then re-useable.
Buy new bolts in advance too, proper ones not some B&Q chocolate junk.
