Rebuilding Type 4 Master Cylinder

Hey guys in the middle of rebuilding my master cylinder/servo. Got new seals on and put everything back in the way it came out and according to the Haynes manual.

Now the problem I have is with the secondary piston. When I compress it all simulating braking the primary piston pumps and squirts etc and is workin fine. But the secondary doesn't do anything, dry as a Bone. Now I can't remember if it was like this before I stripped it, but surely not? They should be both pushing out fluid I would of thought...

If I take the piston stop pin out then thy both work.. But it if I put it back in, I'm back to square one.

Anyone out there with knowledge of this?
