not have the rear fog and reversing lights for a 1986 mini city e? i assume if the fog light is not there it cannot fail

think you have to have a fog light. but you dont have to have reverse lights afaik

You eed the fog light, and it needs to work.. reversing lamps are not tested.

As i found out to my cost! I bought the car without a foglamp fitted and when i took it into the MOT station it failed because it was missing! if your car is registered after 1st April 1980 then a fog lamp MUST be fitted and working

As above, reverse lights are not a test item. There must be a rear fog light fitted to the os i believe, there must also be a fog light 'tell tale', eg the switch should be lit up when the fog light is on.
