I've got a camper that if fairly ratty original paint,lowered,alloys etc.
Rat rod and rat look are different,baisically rat rod, is rat look on a hot rod,rat look is across the board.
I was thinking too of building a rat look mini,but for me the main baisis of the look would be mainly original paint,and theres not many minis still with original paint.

It was a mk1 with a blue line down the side with trim round it.
It has original paint but wasn't perfect,it had dents and surface rust,ozzing with patina.
That would make a bloody gorgeous rat.
My mini is "rat look".......

It could be,sand down the rust and laquer it,add some polished 10in alloys,big engine and away you go,paint looks fairly original too.

generally rat rods are heavily chanelled, with white walls and steel wheels, often skinny wheels and satin/gloss/primer paint. obv not ALL like this, but generally.
my jetta is borderline since i lowered it 110mm on coilovers and fitted 13" alloys in anthracite, but then proceeded to prang it on a number of things

if you let a mini rust for a rat look it will just rust to bits with in a week :'(
