MOT Test changes + Outer radius arm failure

I know that the MOT has been computerised but has there been a change in the testing regime??
> Wifeys mini failed the MOT today and it seems that the inspector has been pulling carpets off the inner sills and finding rust. I didn't think that the test was allowed to be destructive.....and I know I should have found the rust first!!
A computerised failure description is that the "nearside rear lower OUTER radius arm attachment bracket / mounting worn and its strength is seriuosly reduced". The only item that is a bit duff is the rubber seal has now broken lose - I am assuming that this is the problem given that there are no other defects / rusty brackets etc. A bit miffed about this one - it was OK on Saturday when I was giving the radius arm a good greasing as well as fixing a few other bits.

but i think its the bush he's on about,
as for the carpets, they are not allowed to dismantle your car, but they can move the carpet, if its loose, to look under it

This is the first MOT when I have not been with the inspector - its also a different garage - my favorite place is well booked up and the new system has caused them problems.
I think that I'll replace the whole radius arm rather than get a refurbishment kit just in case the bushing / bearings are too worn.
cheers
