You Either need 150+ posts or pay £5 to become a TMF+ member which you then get discounts at certain places, like minispares.

At the very beginning of the classifieds section is the preamble stating what the requirements are for selling items on TMF.
As mentioned it is either 150 posts or a fiver for TMF+ membership. There are several companies that offer a discount so its worth getting if you intend on buying a lot of kit for your mini.
