Based on your post above, 828 miles at 35mpg (lets go low on the mpg) & £1.30/litre:
828/35 = 23.7 gallons
23.7 gallons x 4.55 = 107.84 litres
107 litres x £1.30/litre = £140.19
£140.19 / 828 miles = £0.169/mile
£0.169 = 16.9 pence/mile
This is the basis of the calculation in the company car advisory rates mentioned above, although they consider a modern car more efficient than 35mpg as an average.
As mentioned this doesn't cover wear/tear or depreciation.
