Yes, you can do both, but the calculations and settings would need to be very accurate.

Theres absoluty no need. More lower can be extracted from a turbo a series engine than most people can handle. 150 bhp is easily achievable with careful part selection and some good knowledge, 200 + bhp isnt out of the question. Anything over 150 bhp on the road is certainly a handful. Its different to a tuned na, the turbo gives masses of torque

Turbo charge... Turbo technology has moved on from the T3 lump of pig iron, get something more efficient and you will feel little to no lag

That depends on what spec t3 you build ;) though ancient technology now, a correctly spec'd t3 on the right engine will is ballistic....
