On a budget of 1k, you're going to need to find a fairly sorted engine second hand.... You'll struggle to build one for that

you will need at least a 286 or equivalent cam, a decent stage 3 head (mg metro will not be good enough ) either forced induction ( turbo super charger ) or a high compression motor...

You will also need to sort out the bottom end gearbox wise...
