Up to about 1975 they did......but after they were no longer required for safety reasons having in-effect a blunt blade mounted on the front mudguard.
Some motorcycles would have two identical curved plates mounted onto a fixed plate on the front mudguard, but the plate could only be read from either side. Some other motorcycles/scooters found places to put the plate facing forward.
Owners of classic and vintage motorcycles will sometimes fit them.

Yea they are not legal but do look good. This is my mates old mini with one on the front.
He got pulled for them in the end.

As far as getting away with it... I've had one mate get pulled on the way to work and get a ticking off. I've had another pulled and spot fined by one of Her Majesty's finest.
Personally I wouldn't risk giving one of them the satisfaction.
