Not necessarily. I used to own an M reg Si converted cooper. It never had the red badges. I took it to jcg several times for servicing etc and asked if they would sell the badges but they told me that unless it was an original off the shelf "S" they wouldn't sell. I agree with maxandpaddy, it could have always been serviced or the sticker sold after. Paul.
yes, for some reason Si, S and S works all came with the Si badge on the back regardless, I think they had a "job lot" from Ford. Plus pretty much all of the above is readily available on eBay these days, so even then its difficult to be sure.

To get a replacement red enamel badge I had to provide my vin and conversion numbers. They would not sell one to the bodyshop.

For an M-Reg you would be looking for an Si badge on the back, red boot and bonnet badges and conversion plate on the seat cross member as general clues.
As posters above have said, could be as simple that the car has bought or serviced there or someone just bought a sticker.
I remember finding one in a breakers which had some JCG bits on it, it had the badge on the rocker cover, I believe it also had the "works" on the air filter too, but it had been in a very heavy front end collision! Looking back, I should have taken everything, damaged or not! Anyway, there was no exterior badges that identified it as anything special, but it had definetly been dressed with the decorative trim.
